To re-enable your toolbar in Chrome, go to your settings (the three dots just under the red “X” at the top, then settings), go down to appearance, and make sure “Show bookmarks bar” is selected as ON (the slider is to the right and colored BLUE)

As for why it is disabled if “Show bookmarks bar” is enabled (slid to the right and colored BLUE), that is weird. My suggestion would be to add a bookmark and see if it shows up!
