All the answers given so far have been great. I would only preface my answer by saying that labor costs, and especially the cost of carriers hand delivering mail to nearly every single address in the U.S., rural and city, are what primarily drive postage rates.
In order to keep rates down (and still deliver to all those sometimes remote addresses), the USPS does not employ more carriers than it needs to cover average days. Deliveries occur 6 days a week, but employees are only scheduled for 5 days a week, like most businesses.
In order to cover all the deliveries on all the delivery days, and to cover sick calls, vacation days, and heavy volume days, adjustments to delivery schedules are constantly necessary.
Remember, that even when there is no mail for a given residence, in MOST cases the carrier still must go past that house, and the time per delivery is the same if a house gets 10 pieces of mail or only 1.
